Respected Sir,

          With profound regards your kind attention is invited to this Association’s letters No. CHQ/AIAIASP/PS Gr. B Exam/2016 dated 19/10/2016 and CHQ/AIAIASP/PS Gr. B Exam 12-17/2016 dated 17/11/2016 whereby it was requested to re-visit your decision of conducting the LDCE for the promotion to the PS Gr. B cadre for the vacancy year 2012-13 onwards.  
         
In this context, it is once again bring to your kind notice that this Association has time to time brought to the Directorate’s notice vide letter No. CHQ/IPASP/CRC/2012 dated 15/7/2013, 19/11/2013, 6/1/2014, 17/4/2014, 16/5/2014, 21/6/2014, 29/8/2014, 9/2/2015, 9/3/2015, 7/11/2015, 10/3/2016 to revise the recruitment rules of PS Gr. B cadre and conduct LDCE for PS Gr. B for the year 2013, 2014, 2015 and 2016 separately year wise. But all of sudden, Directorate has decided to conduct a single exam, for the vacancy years 2012, 2013, 2014, 2015 and 2016 and notified the same vide letter dated 07.10.2016. The schedule of the examination was also not published in calendar of examination for the year 2016.  All IPs/ASPs eligible for the year 2012, 2013, 2014, 2015 have, thus, lost their chances of appearing in the examination against respective years vacancies separately. Furthermore, candidates who appeared in the examination on 18/12/2016 have noticed many omissions / irregularities in the question papers and preparation of holding of examination at various centres for which they are seeking appropriate remedies available to them.  

Sir, as you aware that due to holding of single examination for the vacancies for the year 2012 to 2016, numbers of CAT cases cropped up at various benches in the country, besides filing up Writ Petitions in High Courts by members of this Association and other cadre staff. The outcome of these CAT/WP cases are awaited and thereafter also there is no guarantee that matter would be resolved or would linger on up to APEX level.
         
To overcome this situation it is suggested that, the entire proceedings of the LDCE for the promotion to the cadre of PS Gr. B held on 18/12/2016 may be cancelled and committee headed by the officer of rank of HAG+ may be nominated to examine the issue in depth so as to decide as to how the pending examinations would be conducted to give fair and proper justice to the aspirants as demanded by them in various CAT/Court cases.
         
In order to obviate complexity of the issue, this association, respectfully urged upon the Department to approve the suggestion put forth in aforesaid para and cancel the entire proceedings of the LDCE held on 18/12/2016.

          IP/ASP Association would like to invite your kind attention to its letters of even number dated 9/7/2016, 12/7/2016, 18/7/2016, 25/7/2016, 27/7/2016, 5/8/2016, 17/8/2016 and 5/11/2016 whereby the copies of representations received from members of this Association were forwarded to Directorate with a request to examine the representations in the light of DoPT OM No. 28011/6/76-Estt (D) dated 24.6.1978 and 20011/8/2012-Estt (D) dated 04-03-2014 and decide it impartially, judiciously and as per the rules and regulations framed by the nodal ministry time to time.

           Directorate vide memo No. 7-1/2015-SPB-II dated 17/5/2016 has circulated draft All India combined seniority list of Inspector Posts for the year 2001 and 2002 and requested to intimate discrepancies noticed / found therein and in turn this Association vide letter of even number dated 27/5/2016 reported that the said seniority list is prepared incorrectly & needs up-dation/corrections as per the rules and regulations framed by Nodal Ministry. Thereafter Directorate vide Memo No. 7-1/2015-SPB-II dated 09th June 2016 has again circulated revised seniority list to all HOCs with a direction to circulate among all the candidates for inviting comments/grievances, if any within 45 days. As you aware that this Association and, many Circles have already forwarded the grievances of the candidates to Directorate for taking suitable action thereon, but despite lapse of considerable time it is noticed that neither representations of the candidates acknowledged nor final seniority list released.

It is once again earnestly requested to kindly decide the representations of the candidates and arrange to issue correct seniority list for the year 2001 and 2002 immediately and also take suitable steps to release the remaining year’s seniority lists in phased manner.

RBI increases cash withdrawal limit from ATMs to Rs 4,500 from Jan 1

RBI issued a statement on Friday citing that from January 1 2017, the daily withdrawal limit of ATMs would be increased from the current Rs 2, 500 rupees to Rs 4, 500. The bank also said that there would be no change in weekly withdrawal limits.

The statement read: On a review of the position, the daily limit of withdrawal from ATMs has been increased (within the overall weekly limits specified) with effect from January 01, 2017, from the existing 2500/- to 4500/- per day per card. There is no change in weekly withdrawal limits.Such disbursals should predominantly be in the denomination of 500.

Earlier this week, banks had reportedly asked the government to extend the curbs on cash withdrawals beyond December 30 until an adequate quantity of new currency is injected, according to bankers and officials in the Finance Ministry. Bankers reportedly told the Finance Ministry that lifting the curbs immediately after this week could disrupt branch operations as a large number of people could turn up to withdraw cash.

“These restrictions should go only when there is a sufficient amount of bank notes in the system. Until and unless that happens, they (the government) cannot take away the restrictions. The moment they do this, everybody will want to go and draw out a lot. That will become a problem,” a senior executive of the State Bank of India said to The Indian Express.

“The relaxations have to be commensurate with the currency availability in banks. It will only be logical for the government to not relax the restrictions as of now since there is not enough cash. If the limits are relaxed, people will ask for more cash and there is limited cash. This will only turn banks into villains,” a private banker had said.

Friday was the last day to deposit the invalid currency notes in banks. However, people still have time to exchange the currency notes at designated RBI counters till March 31 after giving valid reasons for not depositing defunct notes in their accounts by December 30.

CHQ News : Status of our Contempt Petition regarding upgradation of Grade Pay of Inspector Posts w.e.f 01.01.2006



Contempt case filed before Hon'ble CAT Ernakulam Bench for up-gradation of GP of Inspector Posts w.e.f. 1/1/2006 is listed for hearing on 2/1/2017 (Monday) in court No. 1. 

We hope some positive decision from Hon’ble CAT.
